Second, the cavity has to be dry. We check with a moisture meter rather than by touch, because drywall can feel dry on the surface while the insulation and bottom plate behind it are saturated. Wet insulation does not dry in place inside a closed wall; it comes out.
Third, if the water was contaminated — a sewage backup, a long-standing leak with visible growth — that is remediation work with its own protocols, and we will say so plainly rather than closing a wall over it.
Where the damage is clean water caught early, we cut back to sound material, dry it properly, replace insulation where needed, and rebuild. That is the version that stays fixed.
